EO 13653, Preparing the United States for the Impacts of Climate Change
Background
- The President signed Executive Order (EO) 13653 on November 1, 2013.
Purpose of the EO
- The goal of EO 13653 is "to prepare the Nation for the impacts of climate change by undertaking actions to enhance climate preparedness and resilience."
- EO 13653 directs federal agencies to promote:
- engaged and strong partnerships and information sharing at all levels of government
- risk-informed decision-making and the tools to facilitate it
- adaptive learning, in which experiences serve as opportunities to inform and adjust future actions
- preparedness planning
DoD Implementation
- EO 13653 requires federal agencies to integrate considerations of the challenges posed by climate change effects into their programs, policies, rules and operations to ensure they continue to be effective, even as the climate changes:
- Agencies must develop, implement, and update comprehensive plans that integrate consideration of climate change into agency operations and overall mission objectives.
- Agencies must report on progress made on and updates made to Adaptation Plans (through their Strategic Sustainability Performance Plan required under EO 13683).
- Implementation of EO 13653 was achieved through DoD's Climate Change Adaptation Roadmap.

EO 13653, signed by President Obama on November 1, 2013, outlines Federal agency responsibilities in the areas of supporting climate resilient investment; managing lands and waters for climate preparedness and resilience; providing information, data, and tools for climate change preparedness and resilience; and planning.

This Roadmap sets forth planned activities that will increase the Department’s resilience to the impacts of climate change. The Roadmap establishes three broad adaptation goals: 1) identify and assess the effects of climate change on the Department; 2) integrate climate change considerations across the Department and manage associated risks; and 3) collaborate with internal and external stakeholders on climate change challenges.
