What is an Environmental Impact Statement (EIS)?
An Environmental Impact Statement (EIS) is a document that provides the details of how a proposed transportation project was developed. It includes a discussion of the range of reasonable alternatives that were studied, and documents the potential impacts resulting from the alternatives while demonstrating compliance with applicable environmental laws and executive orders. A draft EIS and final EIS are required per the DOT regulations at 23 CFR 771.123 and 23 CFR 771.125. The decision document for an EIS is the Record of Decision, which is prepared after the final EIS (see 23 CFR 771.127).
An EIS is prepared for a transportation project where it is known that the action will likely have a significant effect on the environment.
