Notice of Funding Opportunity for Safety Research and Demonstration (SRD) Program. The Federal Transit Administration (FTA) announces the availability of $7 Million to demonstrate and evaluate innovative technologies and safer designs to improve public transportation safety. FTA will fund projects to engage in demonstration in two thematic areas: a) collision avoidance and mitigation and b) transit worker safety protection. The SRD projects are funded under FTA’s Research, Development, Demonstration and Deployment program authority. FTA intends to award multiple SRD demonstration projects under this announcement. Proposals must be submitted electronically through the Grants.gov website by midnight Eastern Time on October, 14, 2016. The proposal submission date for applicants impacted by Hurricane Matthew has been extended to October 24, 2016; see notice below:

Notice to Applicants impacted by Hurricane Matthew:

Due the expected impact of Hurricane Matthew to the coastal region of Florida, Georgia, South Carolina and North Carolina, FTA has decided to extend the proposal submission date from the original closing date of Oct 14 2016, 11:59 pm EST to Oct 24 2016, 11:59 pm EST.  Applicants expected to be impacted by Hurricane Matthew need to notify FTA SRD program manager (royweishun.chen@dot.gov) by Oct 12 2016 11:59 PM EST to be eligible for the extension.  This extension is exclusively for applicants impacted by Hurricane Matthew, and all other applicants MUST submit the applications by October 14, 2016, the original closing date and time.

Summary: The Federal Transit Administration (FTA) announces the availability of $7,000,000 in Fiscal year (FY) 2016 research funds, authorized by the Fixing America’s Surface Transportation Act (FAST Act), Public Law 114-94, to demonstrate and evaluate innovative technologies and safer designs to improve public transportation safety.

FTA is seeking to fund cooperative agreements to engage in demonstration projects focused in the following two thematic areas:  (a) collision avoidance and mitigation and (b) transit worker safety protection.

Eligible Applicants: An eligible lead applicant under this notice must be an existing FTA grant recipient and eligible project partners and sub-recipients under this program may include, but are not limited to, providers of public transportation; State and local governmental entities; departments, agencies, and instrumentalities of the Government, including Federal laboratories; private or non-profit organizations; institutions of higher education; and technical and community colleges.

Applicants should refer to section D of the NOFO for further information about required application contents. The supplemental form is available on Grants.gov and on the FTA website here.

Webinar: FTA plans to hold a webinar on this funding opportunity in early September. The webinar will provide an overview of the program, described eligible applicants and projects, and provided an opportunity for attendees to obtain answers to questions. Details on the time and date of the webinar as well as call in instructions will be available on the SRD program page at https://www.transit.dot.gov/research-innovation/safety-research-and-demonstration-program.

Dates: An applicant must submit a proposal electronically by midnight Eastern Time on October 14, 2016. Any agency intending to apply should initiate the process of registering on the Grants.gov site immediately to ensure completion of registration before the submission deadline.
