A rapidly urbanizing area that had a population count under 50,000 at the time of the most-recent decennial census may believe it has exceeded the 50,000 population threshold for UZA designation within a few years. However, if representatives of local governments in the area wish to be designated as a UZA, requiring an MPO to be formed, they would need to request that the Census Bureau to conduct a special inter-decennial census and pay for the costs of conducting the census.
