Is there a rule against extending the proposal due date in response to an RFP?

There are no Federal rules that would apply to a grantee’s decision to extend the due date for proposals under a negotiated procurement. If all of the potential offerors are treated equally and are provided more time to submit a proposal, we would not see any issue of unfairness.

However, if an extension was granted after the original due date had passed, and some proposals had already been received, then the grantee should not accept proposals from companies that did not submit on-time proposals. It would be improper and unfair to extend the due date to accommodate a late proposal. (Revised: August 12, 2009)
