Assistant General Counsel for International Law
Mr. Horn has been Assistant General Counsel for International Law since 1988. Before moving to DOT, Mr. Horn was Associate General Counsel, Pricing & Entry at the U.S. Civil Aeronautics Board. Under his leadership, the Office of International Law received the Secretary's Gold Medal Award for Outstanding Achievement for "extraordinary effectiveness in expanding opportunities for international aviation through creative and innovative initiatives."
Mr. Horn led United States' delegation to the Diplomatic Conference that adopted the Montreal Convention of 1999. He has spoken on Warsaw Convention liability issues at the ABA Forum on Air & Space Law, the Beaumont/Garnault International Aviation Conference, and the Lloyds of London Press International Aviation Law and Insurance Seminar. Mr. Horn has also lectured on "U.S. Regulatory Structure: Deregulation and U.S. Laws" at the State Department's National Foreign Affairs Training Center.
Mr. Horn received the Secretary's Gold Medal Award for his work on the Aviation Congestion Team, the Secretary's Partnering for Excellence Award as part of the Department's International Aviation and Safety Team, the Washington Airports Task Force's Williams Trophy as part of U.S. International Aviation Negotiating Team for exceptional work in expanding access to international aviation, the Government Technology Leadership Award, the Secretary's Bronze Medal for leadership on the U.S. Delegation to the Montreal Convention, and the FAA Administrator's Award for his support of enactment of the Wendell H. Ford Aviation Investment and Reform Act.
Mr. Horn received his J.D. from the Harvard Law School and his B.A. cum laude from Queens College, City University of New York. He is a member of Phi Beta Kappa and Omicron Delta Epsilon, the national economics honor society.
