Summary

This report presents our initial assessment of the DOT implementation of a new financial management system, which DOT calls Delphi. While it is not unusual to encounter problems during implementation of new computer systems, we identified significant deficiencies with Delphi's capability to function as DOT's core financial management system. These deficiencies have delayed completion of FRA's pilot implementation of Delphi and have required DOT to push back the implementation schedule for its larger and more complex agencies.
