Security of Checked Baggage on Flights Within the United States

Summary

We found that automated passenger prescreening systems worked as intended and correctly identified our testers as selectees. However, test results of other checked baggage security operations, including use of explosives detection equipment already deployed, identified weaknesses in FAA's oversight and air carriers' implementation of the new security requirements. We found that some passengers were not properly processed for additional security measures based on manual or automated prescreening and, in some cases, air carriers did not use explosives detection equipment appropriately. FAA needs to further develop its assessment procedures for all aspects of checked baggage security and execute them comprehensively.
