Passenger Carrier Regulations

The Federal Motor Carrier Safety Administration (FMCSA) issues, administers, and enforces the Federal Motor Carrier Safety Regulations (FMCSRs) and Commercial Regulations that apply to commercial motor vehicles transporting passengers. FMCSA sets minimum safety standards that motorcoach companies must follow for the buses/vehicles they operate and the physical qualifications and operating rules for their drivers.

FMCSA maintains field offices, service centers, and State-level motor carrier division offices that deliver program support services to FMCSA partners and customers. These offices are here to answer your questions and to provide you with guidance concerning regulatory information.

MotorCoachMotorCoachA bus designed for long distance transportation of passengers and characterized by an elevated passenger deck over a baggage compartment.
Mini BusMini BusA bus designed to transport 16 or more passengers (including the driver) and typically built on a small truck chassis.
Private Passenger VehiclePrivate Passenger VehicleA passenger-carrying vehicle operated by a private motor carrier of passengers (business or non-business) and the passenger transportation is not available to the public at large.
School BusSchool BusA yellow bus designed to transport primary and secondary students to and from school.
LimousineLimousineA 9 to 15 passenger-carrying vehicle that is usually built on a lengthened automobile chassis.
Passenger VanPassenger Van
