HIPAA Transactions, Code Sets and Identifiers Program

The HIPAA Transactions, Code Sets and Identifiers (TCS&I) Program facilitates the implementation of the following Health Insurance Portability and Accountability Act (HIPAA) adopted standards for the MHS:

The implementation of new transactions, code sets, and identifiers is important to the MHS and necessary for the enterprise to remain compliant with health care legislation under HIPAA and the Patient Protection and Affordable Care Act (also known as ACA).

MHS preparation for and implementation of these standards is facilitated by the HIPAA TCS&I Program, which coordinates activities across DHA stakeholders, Program Offices, and the Services (Army, Navy, and Air Force). The HIPAA TCS&I Program also participates in and monitors the development of standards to ensure MHS interests and business processes are accommodated. This effort requires participation in activities or monitoring of a variety of standards development organizations (SDOs) and advisory groups, such as:

  • Accredited Standards Committee (ASC) X12 
  • National Council for Prescription Drug Programs (NCPDP)  
  • Workgroup for Electronic Data Interchange (WEDI) Sub-workgroups
  • Health Level Seven (HL7) International
