The American Recovery and Reinvestment Act (ARRA) has approved for funding, a pair of projects for the Department of Public Safety, which includes the construction of a substation in Leone and the Emergency Medical Services (EMS) first responder coverage to under-served areas in American Samoa.
The proposed Leone substation will be located in proximity to many of the outlying villages, and first responders will then have the ability to response more efficiently and effectively to emergency calls or reports from western district residents.
To provide adequate emergency medical service to ‘under-served' territorial districts on the western side of Tutuila, DPS says it needs to:
Procure a pair of Type-I ambulance units and Advanced and Basic Life Support equipment to base in the western district and to provide emergency services from Futiga to Fagaalu, Hire 16 new EMTs to man the ambulance units that will provide 24/7 coverage for the western district. Hire a certified diesel/gasoline engine mechanic to provide mechanical service at all times for the new ambulance units, and conduct EMS certification and annual training for all new EMTs.
The budget allocation says that $359,900 is for the purchase of the new ambulance units, $40,000 is for the Advance Life Support Equipment, and more than $150,000 is for the new EMTs, the mechanic, and other expenses.
The EMS department is run as a subsection of the Department of Public Safety. EMS staffing currently employs 5 paramedics, and 37 other EMTs, staff and volunteers. EMS headquarters are in a separate building from the hospital, but on the same grounds. Transit times are often in excess of 45 minutes due to the “out and back�? model from the hospital's single dispatch area. EMS scope of practice is guided by a policy and procedure document that is regularly reviewed and certified by hospital physicians. The service operates several EMS rigs that are well outfitted with U.S. equipment.
