Performance Information Systems Management Grant Awards FY 2015

Purpose

To link State systems to determine the safety fitness of a motor carrier or registrant when licensing or registering the registrant or motor carrier or while the license or registration is in effect; and deny, suspend, or revoke the commercial motor vehicle registrations of a motor carrier or registrant that has been issued an operations out-of-service order by the Secretary.

The PRISM program encompasses two major processes Registration and Enforcement, which are integrated to identify motor carriers and hold them responsible for the safety of their operations. The performance of unsafe carriers is improved through a comprehensive system of identifications, education, data gathering, safety monitoring, and treatment.  The FMCSA provides PRISM funds to PRISM-eligible expenses, including contractual services, equipment (purchased or leased) for information technology hardware, software, contractor support, data acquisition, storage, and analysis related specifically to programs that develop/coordinate resources to improve efficiencies.  FMCSA’s share of funds awarded under the PRISM grant program is 100 percent with no matching requirements.

Statue 

The Federal Motor Carrier Safety Administration (FMCSA) has authority to award $5,000,000 in PRISM funding as authorized based on authorities provided for in the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy For Users (SAFETEA-LU), Pub. L. No.109-59, §§ 4101(c)(3), 4109, 119 Stat. 1144, 1715, 1720-21 (2005), as amended by Moving Ahead for Progress in the 21st Century (MAP-21), Pub. L. No. 112-141, §§ 32602 and 32603(c) (2012), extended by the Surface Transportation and Veterans Health Care Choice Improvement Act of 2015, Pub. L. 114-41, Sec. 1102 (July 31, 2015).  This program is extended through October 29, 2015.
