Performance-based Planning and Programming Webinar - March 21, 2013
The Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) sponsored the webinar "Performance-based Planning and Programming" on March 21, 2013. The featured speakers included representatives from FHWA, FTA, Mid-America Regional Council, Minnesota Department of Transportation, Washington Metropolitan Area Transit Authority, and Utah Department of Transportation. The presenters provided an overview of ways that State DOTs, MPOs, and transit agencies are providing data and information to support a performance-based planning and programming process, both generally and within specific program areas.

Regional Workshop on Performance-based Planning and Programming - Denver, Colorado
The Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) in cooperation with their planning partners, held a regional workshop on performance-based planning and programming at the Colorado DOT in Denver, Colorado on September 18, 2012. This workshop is one of several activities being conducted by FHWA and FTA in collaboration with the American Association of State Highway and Transportation Officials (AASHTO), the Association of Metropolitan Planning Organization (AMPO), the National Association of Regional Councils (NARC), the American Public Transportation Association (APTA), the National Association of Development Organizations (NADO), and planning partners including state Departments of Transportation (DOTs), Metropolitan Planning Organizations (MPOs), and transit agencies to determine how to implement a performance-based planning and programming process. Regional Workshop on Performance-based Planning and Programming - Providence, RI
The Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) in cooperation with their planning partners, held a regional workshop on performance-based planning and programming programming at the Rhode Island Department of Transportation (DOT) in Warwick, RI on June 19, 2012. The Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) in cooperation with their planning partners, held a regional workshop on performance-based planning and programming at the Georgia Department of Transportation (DOT) in Atlanta, Georgia on March 29, 2012. This workshop is one of several activities being conducted by FHWA and FTA in collaboration with the American Association of State Highway and Transportation Officials (AASHTO), the Association of Metropolitan Planning Organization (AMPO), the National Association of Regional Councils (NARC), the American Public Transportation Association (APTA), the National Association of Development Organizations (NADO), and planning partners including state Departments of Transportation (DOT), Metropolitan Planning Organizations (MPO), and transit agencies to determine how to implement a performance-based planning and programming process.

The Congestion Management Process Guidebook, Case Studies and Visualization Tools
The CMP uses a number of analytic tools to define and identify congestion within a region, corridor, and activity center or project area, and to develop and select appropriate strategies to reduce congestion or mitigate the impacts of congestion. The FHWA has conducted several workshops and technical outreach events that address the CMP. In addition, FHWA has funded projects that developed guidebooks on the subject of the CMP.

Performance-based Planning and Programming - White Paper
This white paper describes the common elements of a performance-based transportation planning and programming process, building on work conducted by State departments of transportation (DOT), metropolitan planning organizations (MPO), and transit agencies. The white paper was initiated in response to a National Forum on Performance-based Planning and Programming conducted in September, 2010 in Dallas, TX and has been refined to reflect discussions at a follow up Workshop on Performance-based Planning and Programming held in Chicago, IL in September, 2011.

National Forum on Performance-Based Transportation Planning and Programming
A national forum on performance-based planning and programming was held in Dallas, Texas on September 13-15, 2010. The forum was organized by the American Association of State Highway and Transportation Officials, the Association of Metropolitan Planning Organizations, the American Public Transit Association, and the National Association of Development Organizations with support from the Federal Highway Administration and the Federal Transit Administration. Participants in the forum were equally divided among State Departments of Transportation, Metropolitan Planning Organizations, and transit operators with a number of representatives from rural planning agencies as well.

Transportation Planning Capacity Building - Peer Reports on Performance Measures
The Transportation Planning Capacity Building (TPCB) Program recognizes, supports, and promotes effective transportation planning practices nationwide by sharing solution-based experiences throughout the professional planning community. Numerous TPCB resources are utilized in order to improve the capacity of transportation planners. As part of its commitment to sharing best practices and technical resources, TPCB Program highlights several reports that documents presentations and discussions at a host of peer exchanges, roundtables, and workshops on the topic of performance measures.

Searchable Long Range Transportation Plan Database
The searchable Long Range Transportation Plan Public Database is now posted on the TPCB Program Website. The database is a technical resource for State DOTS and other stakeholders. It contains information based on a review of 51 state long-range transportation plans (50 states and DC), with information on a broad range of transportation planning topics, including: types of plan, financial analysis, systems approach, performance measures, climate change, high speed rail, and livability.

AASHTO Standing Committee on Performance Management
The American Association of State Highway and Transportation Officials (AASHTO) Standing Committee on Performance Management is dedicated to providing state transportation departments with the expertise and resources to support performance-based management and to create a results-driven environment to maximize the performance of both transportation systems and organizations.

TRB Performance Measurement Committee (ABC30)
The TRB Performance Measurement Committee supports the development and use of performance measurement and performance management across all modes of transportation, public and private, including passenger and freight transportation systems. The committee promotes the use of performance measurement in all aspects of an organization's responsibilities to support public accountability and effective systems management. This includes planning, programming, budgeting, program and service delivery, and system operations. The scope includes measurement with regard to system efficiency and performance and non-traditional measures of sustainability. The scope also includes the research for implementing performance management in an organization, including the definition of performance data needs and the establishment of data collection, analysis, reporting, and communication methods. The committee also serves as the principal TRB clearinghouse for the integration of activities and exchange of information among TRB committees and other organizations, including international partners, concerned with the various aspects of performance measurement and management.

The Association of Metropolitan Planning Organizations (AMPO) supports their members with the information needed to carry out all the functions of an MPO. This link provides access to performance measurement best practices and technical resources.

TRB's National Cooperative Highway Research Program (NCHRP) Report 666: Target Setting Methods and Data Management to Support Performance-Based Resource Allocation by Transportation Agencies - Volume I: Research Report, and Volume II: Guide for Target-Setting and Data Management provides a framework and specific guidance for setting performance targets and for ensuring that appropriate data are available to support performance-based decision-making.
