Local Hiring contracting initiative

NPRM Comment Period Extended to May 6

DOT is launching a new one-year Contracting Initiative as a pilot program --for FHWA and FTA recipients-- to evaluate the use of social and economic contracting requirements that have traditionally been disallowed due to concerns about their impact on competition. These requirements include local and geographic hiring programs that give preference to the use of workers who live in the communities where projects are being built.

DOT has also published a notice of proposed rulemaking (NPRM) to amend DOT’s implementation of the Common Grant Rule and permit all recipients to use geographic hiring provisions for labor on DOT assisted projects where not otherwise inconsistent with Federal statute.
