Acquisition Process

Three processes cooperate to deliver capabilities needed by warfighters: the requirements process (JCIDS); the acquisition process (DAS); and the program and budget development process (PPBE). Includes links to DoD and Service policies, guidance, tools, and resources:

Policy

Encyclopedic source of acquisition policy that follows a hierarchy of policy issuance (i.e., executive, legislative, federal, etc.) and filtered according to organization, career field, and special topics.

Communities
of Practice

Links to communities of practice and special interest areas, the latest contribution and discussion posts for open ACC communities, community highlights, and links to related communities.

Training and
Continuous Learning

Information on training and continuous learning that supports DoD acquisition, information that helps manage professional training portfolios, and information on training available from DAU and DoD and Services activities.

Information on DoD industry partners that helps the participation and execution of DoD processes; including industry support pages, news, information, and links to private sector acquisition contractors.

Type of Assignment  Representative Activities
L1 Product Support Management   Support and provide inputs into cost and performance management across the product support value chain, from design through disposal.
L2 Supply Support   Support the identification of, planning for, resourcing and implementation of management actions to acquire repair parts, spares, and all classes of supply to ensure the best equipment/capability is available to support the Warfighter or maintainer when it is needed at the lowest possible.
L3 Packaging, Handling, Storage & Transportation (PHS&T)   Support the identification of, planning for, resourcing and implementation of management actions to facilitate acquisition of packaging/preservation, handling, storage and transportation (PHS&T) requirements to maximize availability and usability of the materiel to include support items whenever they are needed for training or mission.
L4 Maintenance Planning & Management   Support the identification of, planning for, resourcing of, and implementation of maintenance concepts and requirements to ensure the best possible equipment/capability is available when the Warfighter needs it at the lowest possible Total Ownership Cost (TOC).
L5 Design Interface   Understand and support the systems engineering process to impact the design from its inception throughout the life cycle, facilitating supportability to maximize the availability, effectiveness and capability of the system at the lowest Total Ownership Cost (TOC).
L6 Sustaining Engineering   Understand, recognize the importance of, and assist in supporting in-service systems in their operational environments.
L7 Technical Data   Support the identification of, planning for, resourcing and implementation of management actions to facilitate development and acquisition of information to operate, install, maintain, and train on the equipment to maximize its effectiveness and availability; effectively catalog and acquire spare/repair parts, support equipment, and all classes of supply; define the configuration baseline of the system (hardware and software) to effectively support the Warfighter with the best capability at the time it is needed.
L8 Computer Resources   Support the identification of, planning for, resourcing and implementation of actions to facilitate the acquisition and maintenance of facilities, hardware, software, documentation, manpower and personnel necessary for planning and management of mission critical computer hardware and software systems. Coordinate and implement agreements necessary to manage technical interfaces, and to manage work performed by maintenance activities. Establish and update plans for periodic test and certification activities required throughout the life cycle.
L9 Facilities & Infrastructure   Support the identification of, planning for, resourcing and implementation of actions to facilitate the acquisition and maintenance of facilities to enable training, maintenance and storage to maximize effectiveness of system operation and the logistics support system at the lowest TOC. Identify and prepare plans for the acquisition of facilities to enable responsive support for the Warfighter.
L10 Manpower & Personnel   Support the identification of, planning for, resourcing and implementation of actions to facilitate the acquisition and support of personnel, civilian and military, with the grades and skills required to operate equipment, to complete the missions, to effectively fight or support the fight, to win our nation’s wars; and to effectively support the Warfighter, and to ensure the best capability is available for the Warfighter when needed.
L11 Support Equipment   Support the identification of, planning for, resourcing and implementation of actions to facilitate the acquisition and implementation of management actions to acquire and maintain support equipment (mobile or fixed) required to sustain the operation and maintenance of the system to ensure that the system is available to the Warfighter when it is needed at the lowest Total Ownership Cost (TOC).
L12 Training & Training Support   Support the identification of, planning for, resourcing and implementation of a cohesive integrated strategy early in the development process to train military and civilian personnel to maximize the effectiveness of the doctrine, manpower and personnel, to fight, operate, and maintain the equipment throughout the life cycle. As part of the strategy, plan, resource, and implement management actions to identify, develop, and acquire Training Aids Devices Simulators and Simulations (TADSS) to maximize the effectiveness of the manpower and personnel to fight, operate, and sustain equipment at the lowest Total Ownership Cost (TOC).

If this is the case for the CL module(s) identified in the above Core Certification Standards, the course from which the CL module was extracted is identified in the “Notes” section of the CL course description and the course can be substituted to meet the certification standard.
