All Aboard Florida Passenger Rail Project from West Palm Beach to Miami, Florida

The Federal Railroad Administration (FRA) FRA has issued a Finding of No Significant Impact (FONSI) for the All Aboard Florida Passenger Rail Project from West Palm Beach to Miami, Florida (Project). All Aboard Florida LLC proposes the Project to implement new passenger rail service along the Florida East Coast Railroad line between West Palm Beach and Miami, Florida. The FONSI relied on the Environmental Assessment (EA) that was prepared by All Aboard Florida pursuant to the National Environmental Policy Act of 1969 (NEPA), 42 U.S.C. § 4321 et seq. (NEPA), especially NEPA section 102(2)(c) (42 U.S.C. § 4332 (2)(c)); section 4(f) of the Department of Transportation Act (49 U.S.C. § 303(c)) and 64 Fed. Reg. 28545, in order to maintain the ability of All Aboard Florida – Stations LLC and All Aboard Florida – Operations LLC to request further action by the FRA pertaining to the Project. 

The purpose of the EA was to provide the FRA, reviewing and cooperating agencies, and the public with information to assess alternatives and potential environmental impacts associated with the proposed Project. The EA served as the primary document to facilitate review of the proposed Project by federal agencies, state and local agencies, and the public. The EA was circulated for public comment and the FONSI addresses comments received.
