Office of Safety Review

Overview

The Office of Safety Review is responsible for establishing the framework for coordinated and cooperative review of safety activities within FTA, in accordance with the new Safety Management System (SMS) approach.

This office reviews, oversees, and maintains transit safety policy compliance and monitoring compliance of technical assistance to transit industry stakeholders.

Kimberly Burtch, Director

As the Director of the Office of Safety Review, Kimberly manages the FTA Drug & Alcohol, Emergency Management, and Transit Safety Oversight requirements under the current transit safety program as well as new requirements under MAP-21.

Most recently, she served as the Chief of the Safety Assurance and Risk Management Division in the FTA Office of System Safety. In this role she oversaw the development of new safety procedures including FTA’s new Accident Investigation function, national policy and safety advisories, FTA’s Safety Risk Management Framework procedures, and a strategic data collection requirements project. Prior to joining FTA, Kimberly served for 15 years as a senior safety program analyst in the Federal Aviation Administration’s (FAA) Office of Accident Investigation and Prevention, where she managed the FAA’s Accident Investigation Quality Assurance program and led the office’s transition to ISO 9001 certification.
