The 1998 universal motorcycle helmet law repeal in Kentucky and the 1999 repeal in Louisiana produced similar effects.  Observed helmet use dropped from nearly full compliance under the laws to the 50 percent range without the laws.  Motorcyclist fatalities increased in the near term by sizeable amounts - by over 50 percent in Kentucky and by 100 percent in Louisiana.  The increase in fatalities in Kentucky and Louisiana were probably due to increased exposure.  The experience in Kentucky and Louisiana is similar to the experience in Arkansas and Texas, two other states that repealed universal laws recently (1997).  This leaves little doubt that such repeals have demonstrable negative safety consequences.  8.5" x 11", two color, 45 pages.

This project was conducted to provide an objective measure of the relationship between older adults’ scores on a set of driving assessment tools and their (serious point) violations and crashes over a period of 18 months following the assessments. An additional objective was to compare alternative methods of measuring driver exposure. The assessments were performed on 692 participants age 70 and older who visited one of four Maryland Motor Vehicle Administration (MVA) field offices between September 2008 and June 2009, under NHTSA contract DTNH22-05-D-05043, Task Order 10. The assessments emphasized cognitive performance domains, specifically visuospatial ability, speed of (visual information) processing, divided attention, visual search, working memory, and response planning or “executive function.” Contrast sensitivity was also measured, as well as simple and choice brake reaction time. The functional assessments examined in this research were computer-based and designed to be self-administered, although the assistance of a test administrator was always available and was required for some measures. Univariate and multivariate analyses examined the relationships between functional assessment scores and safety indicators. The measure of “executive function” (maze performance) was highlighted as a significant predictor of crash risk in the study results. This may be of interest to occupational therapy/driving rehabilitation providers as a potentially valuable tool to support clinical evaluations of fitness to drive; and, to developers of screening tools for early warning of driving impairments, and of products meant to educate older drivers and their families about age-related changes that impact safe driving.

This study examined the driver licensing procedures in all 50 States as they apply to the older (65+) driver. A literature review examined reports of possible declines in older driver capabilities and the ability of a driver licensing agency to screen for them. The review also covered studies of licensing policies and procedures that had the potential ability to reduce older driver crash rates. Four special emphasis States (Illinois, Iowa, Kansas, and New Hampshire) were selected for further study because their mix of policies and procedures could theoretically enhance safety. All 4 required shorter renewal periods, in-person renewal, and vision testing for older drivers. In addition, Illinois and New Hampshire were the only States to mandate a road test for every renewal. Six comparison States were identified (Indiana, Minnesota, Missouri, Nebraska, Vermont, and Wisconsin). Each of the 4 special emphasis and 6 comparison States were treated as a separate case study. A detailed process evaluation was conducted in the emphasis States, and discussions were held with licensing agency managers, license office staff, and older drivers. Managers and staff believed their procedures positively affected safety. Older drivers did not feel unfairly treated and recognized the need for additional screening and self-limitation. Crash measures showed stable or declining crash rates per population for older driver ages in all 10 States. Crashes per licensed driver showed a differential pattern for Illinois and New Hampshire, the 2 States that re-test all drivers 75 and older, as compared to the other 8 States, which could simply be the effect of removing people who do not drive from the license rolls in these 2 States. Additional research to attempt to describe more fully the data patterns uncovered and ways to overcome existing screening limitations, e.g., better vision testing equipment, appears warranted.

The National Agenda for Motorcycle Safety (NAMS) is a comprehensive plan to improve United States motorcycle safety in the 21st century. The NAMS was developed by a technical working group of experts representing all constituencies involved in motorcycle safety, led by the National Highway Traffic Safety Administration and the Motorcycle Safety Foundation (MSF), and published in November 2000 (NHTSA, 2000). The 82 individual NAMS recommendations address the full range of topics and strategies relevant to motorcycle safety: human, vehicle, environmental, and social factors to prevent crashes, reduce injuries in crashes, and care for people injured in crashes. The technical working group prioritized the 82 recommendations into three groups: urgent (4 recommendations), essential (56), and necessary (22).

NHTSA sponsored research to develop a set of behavioral cues to be used by law enforcement personnel to detect motorcyclists who are operating their
vehicles while intoxicated. The researchers began by interviewing experienced patrol officers from across the country to determine what behavioral cues have
been used to detect impaired motorcyclists. A few, primarily motorcycle officers, suggested cues that reflected considerable understanding of the mental and
physical requirements of riding a motorcycle. Others believed the cues to be identical to those used to detect impaired drivers. But some officers, even those
with many years of experience, reported they believe there are no cues that can be used to distinguish DWI from unimpaired motorcycle operation.

Very little is known about the effect of motorcycle rider training on visual scanning and sight distance techniques in naturalistic riding situations. This study collected naturalistic data from a mix of novice and experienced motorcycle riders on a closed course and an open course. A custom data acquisition system was developed that monitored the motorcycle rider’s head motions, visual behavior, motorcycle speed, GPS location, and motorcycle pitch, yaw, and roll. A portable eye tracker system actively tracked visual behavior and gaze movement of the motorcycle rider as he or she rode over a closed course and an open road course at two 6-month intervals. There were three groups of riders. One group of beginner riders had recently received their motorcycle endorsement and completed the Team Oregon Basic Rider Training course (beginner-trained). A second group of beginner riders had recently received their motorcycle endorsement but had not enrolled in any type of motorcycle rider training program (beginner-untrained). The third group consisted of experienced riders with a minimum of 5 years and 15,000 miles of riding experience (experienced).
