Search Decertified DBEs, Denials and DBE Appeal Decisions

DBE Regulation, 49 CFR Part 26 section 26.85 (f)(1) published on January 28, 2011, required the Department of Transportation's Departmental Office of Civil Rights (DOCR) to develop this online application to provide the general public with a centralized repository of transportation related denied, decertified or rejected DBEs and ACDBE applicants. The information in this database, along with the decision to deny, decertify or reject an application, is maintained by State administered Unified Certification Programs (UCP). Firms identified in this database are ineligible for Federal Transportation grants made available specifically for DBEs.

Under the guidance of the aforementioned regulation, UCP's are required to provide the following information when a firm is classified as an ineligible DBE:

  • The name of the firm
  • The name(s) of the firm's owner(s)
  • The type and date of the action
  • The reason for the action

UCP's are also required to check this application at least once every month to determine whether any firm that is applying for certification or that is already certified is in the ineligibility database. In the event a firm is in the ineligibility database, the UCP reviewing the current request must promptly request a copy of the listed decision from the UCP that identified the firm as being ineligible.
