Review/approval of minutes from prior meeting

9:00 – 10:15 AM Discussion: System Performance Metrics

Discussion to include the selection of the 'right' metrics, the role of BTS in selecting, computing and analyzing system performance using these metrics, the role of BTS within the context of the President's Infrastructure Bank initiative to transform the transportation system, the DOT strategic plan, and the ongoing NextGen initiative to transform the air transportation system.

10:15 – 10:30 AM Break

10:30 – 11:45 AM Review:  Plans for Future of Aviation Statistics

Review to include relatively detailed description of current survey methodology and implementation, potential uses for these statistics in terms of evaluating the performance of the ongoing NextGen initiative to transform the air transportation system (this would be a new role for BTS), plans for additional statistics or changes to the survey methodology and implementation should additional funding become available. 

11:45 – 1:00 Lunch, DOT Executive Dining Room

13:00 – 2:00 PM Review:  Plans for CFS and VIUS

Review to include relatively detailed description of survey methodology and implementation plans (we had the overview last time so we can dive into details this time) so that council members can provide substantive feedback and suggestions for where they might be able to help facilitate its execution. Council is keen to hear whether there are (or the BTS is working on developing) ways to track commodities that are moved via multiple modes as this was identified as a shortcoming of the existing implementation scheme.

2:00 PM – 3:00 PM Review:  Plans for Harmonizing Transportation Statistics

Review to include relatively detailed description of the improvements BTS would like to make, especially as it relates to making the quantity and quality of transportation statistics equivalent across all modes of transportation. Council is keen to understand what would need to be added or improved to understand consumer usage of energy and the impact of transportation on the environment. 

3:00 – 3:30 PM Public Comment

3:30 – 4:30 PM Council Discussion 

Discussion to include specific reactions to the material presented, general thoughts on the overall program based on the experience and expertise of the council members, and ultimately the formulation of constructive feedback to RITA and BTS leadership.
