Thomas W. Herlihy

Assistant General Counsel for Legislation

Mr. Herlihy is the Assistant General Counsel for Legislation at the U.S. Department of Transportation.  Prior to this, he worked in the regulations division of the National Highway Traffic Safety Administration (NHTSA) Chief Counsel's Office, and he served as a line officer in the United States Navy. He is a graduate of Hamilton College and Columbia University Law School, where he was an editor of the Law Review. He is a member of the District of Columbia Bar and the D.C. Bar Association.

On behalf of the Secretary of Transportation and the General Counsel, Mr. Herlihy oversees the development and coordination within the Executive Branch of legislative proposals, testimony, and views reports prepared for presentation to Congress on behalf of the Administration.
