Deputy Assistant General Counsel for Legislation
Jane DeCell is the Deputy Assistant General Counsel for Legislation, the legal office that serves as legislative counsel to the Office of the Secretary in all modes of Transportation. Ms. DeCell has extensive senior level transportation legislative experience in maritime and surface transportation, and serves as counsel to the Committee on the Marine Transportation System. She led the Department’s legislative team for the Oil Pollution Act of 1990, for which she received the Secretary’s Silver Medal Award. She was awarded the Superior Achievement Award for her work on the ONEDOT 2000-2005 Strategic Plan and the Meritorious Public Service Award, the highest award presented to civilians by the United States Coast Guard, for her execution of the transition of the Coast Guard from the Department of Transportation to the Department of Homeland Security. Currently, Ms. DeCell serves as the legislative attorney for the Department’s six-year surface transportation legislation, the GROW America Act of 2015. Ms. DeCell received her law degree from the George Washington University Law School where she was an Editor of the Journal of International Law and Economics, and her undergraduate degree, magna cum laude, from Tulane University. She is a member of the District of Columbia Bar and Phi Beta Kappa.
