National Safety Code Change: Periodic Motor Vehicle Inspections

The Canadian Council of Motor Transport Administrators (CCMTA) has revised National Safety Code (NSC) – Periodic Motor Vehicle Inspection (PMVI) - Standard 11.  Implementation for the revised NSC-11 standard is anticipated throughout Canada starting in 2015.  The Federal Motor Carrier Safety Administration (FMCSA) is providing notice to make U.S. motor carriers that operate in Canada aware of the revised NSC-11 Periodic Motor Vehicle Inspection requirements. 

When this change is implemented, a CVSA decal and/or inspection report based on a roadside inspection will no longer be accepted in Canada as proof of compliance with the requirements of the annual PMVI.

For U.S. base-plated vehicles, Canadian jurisdictions will accept inspections conducted in accordance with the FMCSA Annual Inspection standards contained in 49 Code of Federal Regulations (CFR) §396.17, or an inspection conducted in a state which meets or exceeds the FMCSA standard.  The FMCSA has determined that some states having mandatory periodic inspection programs are comparable to or as effective as the FMCSA program. U.S. carriers should continue to ensure their drivers carry documentation of periodic inspections in accordance with 49 CFR 396.17(c).
