The Department of Transportation (DOT) assists the consumer and business communities with all types of transportation. The major responsibilities for each office or administration are described below to help you in deciding which organization may have the records you are interested in. Office of the Secretary of Transportation (OST)

OST oversight of all DOT FOIA administrative matters; air carrier fitness; international air carrier agreements; airline consumer protection; air traveler complaints; civil rights matters (such as disadvantaged business enterprise certification decisions); alcohol and drug misuse policy in transportation systems; financial assistance and contracting opportunities for disadvantaged business enterprises.  The Office of the Assistant Secretary for Research and Technology (formerly RITA) is now part of OST, and includes the VOLPE National Transportation Systems Center, the Bureau of Transportation Statistics, the Transportation Safety Institute, and the University Transportation Centers program.

Federal Highway Administration (FHWA)

FHWA works with states to build and maintain federal-aid highways; design and build highways on public lands; promote highway safety; conduct research and development relating to highway materials, safety, and construction.

Federal Motor Carrier Safety Administration (FMCSA)

FMCSA is responsible for truck and commercial passenger carrier (bus/motorcoach) safety. Includes motor carrier safety audits, vehicle inspections, rules and regulations, legislation, enforcement, information and data systems, commercial vehicle technology, partnerships, research, and safety action programs.

Federal Railroad Administration (FRA)

FRA enforce rail safety regulations and statutes through routine inspections (sample of track, locomotives, rail cars, operating practices, signals and train control systems, and hazardous material shipments for compliance with Federal safety standards at high risk areas) and broader assessments; investigate and analyze accidents; manage state involvement in rail safety programs; and implement highway-rail grade crossing programs.
