ITD Certification

Capabilities

FMCSA has defined a set of ITD capabilities that can be deployed incrementally by a State and its motor carriers. These Core capabilities focus on electronically exchanging safety and credentialing information, electronically processing interstate registration and fuel tax credentials, and implementing roadside electronic screening at one fixed or mobile site.

Conformance Tests

A key operational concept of ITD is to share data among safety, credentialing, and screening systems. The tests of conformance for ITD Core capabilities are the end-to-end tests that demonstrate the sharing of data among systems. The end-to-end tests demonstrate that data is shared and transferred through the applicable systems in order to carry out the desired function. The tests will be chosen based on what would be appropriate for the State ITD design. The recommended pair-wise tests could be carried out during the development phase of the ITD project, with the specific tests chosen based on the State ITD design.

Certification

Certification is required before a State Commercial Vehicle Information Exchange Window (CVIEW) system is allowed to connect to the production version of the Safety and Fitness Electronic Records (SAFER) system. The FMCSA ITD Program Manager, in conjunction with program support from the John A. Volpe National Transportation Systems Center (Volpe Center), will certify that communications and data exchange mechanisms between the State CVIEW system and SAFER are in compliance with all applicable SAFER interface and security requirements. This will ensure the accuracy and quality of the data exchanged, efficient communications, and prevention of system corruption or performance degradation.
