Accident and Incident Data

Title 49 of the Code of Federal Regulations (49 CFR Parts 191, 195) requires pipeline operators to submit incident reports within 30 days of a pipeline incident or accident. The CFR defines accidents and incidents, as well as criteria for submitting reports to the Office of Pipeline Safety. The following kinds of information are collected:

  • Key report information
  • In-depth location information
  • Facility information
  • Operating information
  • Drug and Alcohol information
  • Cause of the accident/incident

Specific information includes the time and location of the incident(s), number of any injuries and/ or fatalities, commodity spilled/gas released, causes of failure, and evacuation procedures. The reports are used for identifying long- and short-term trends at the national, state and operator-specific levels. The frequency, causes, and consequences of the incidents provide insight into the safety metrics currently used by PHMSA, state partners, and other pipeline safety stakeholders, including the pipeline industry and general public. PHMSA also uses the data for inspection planning and risk assessment.

The Code of Federal Regulations (49 CFR Parts 191, 195) requires operators of hazardous liquid and natural gas transmission and distribution pipelines to submit annual reports to PHMSA. Annual reports include general information such as total pipeline mileage, commodities transported, miles by material, and installation dates. These annual reports are widely used by safety researchers, government agencies, industry professionals, and by PHMSA personnel for inspection planning and risk assessment.

Please note that PHMSA's Office of Pipeline Safety is currently checking the data quality of the reports received this year; therefore, the current year data is not presented because it may change as we receive supplementary information from the operators.

Safety-Related Condition Reports (SRCRs)

Pipeline and liquefied natural gas (LNG) facility operators must submit a Safety Related Condition Report if certain kinds of conditions are discovered on a pipeline facility. A few examples include:

  • general corrosion that has reduced wall thickness beyond acceptable tolerances;
  • unintended movement or abnormal loading by environmental causes such as a landslide or earthquake;
  • a material defect that impairs the structural integrity or reliability of an LNG facility; or
  • any safety-related condition that could cause an imminent hazard.

PHMSA has collected LNG incident data since 2011. 

The reporting regulations and incident report formats have changed several times over the years. PHMSA merged the various report formats to create pipeline incident trend lines going back 20 years.

The trend links will initially present reports including all data for the incident type. The reports can be filtered by State and by System Type, including LNG. Simply select the "LNG" option from the System Type drop-down menu located at the left side of the page.

Pipeline Mileage and Facility Data

Since 1970, PHMSA has collected data about pipeline infrastructure from operators. Since 2010, PHMSA has collected mileage data for LNG facilities. Data include pipeline mileage, service miles, pipeline material, and counts of LNG plants, tanks and operators.
