Welcome to the Office of Program Administration

The Office of Program Administration is responsible for activities related to the Federal-aid program. To fulfill these responsibilities, the Office of Program Administration is organized in the following areas:

The Director's Office (HIPA-1) Oversees the development and implementation of the policies, regulations, parameters, and general guidance by which all 52 FHWA division offices and State Departments of Transportations carry out the Federal-aid highway program. The Director also leads national efforts within the transportation industry to develop and implement national policies and standards for the successful delivery of the Federal-aid highway program. The Director addresses program issues with congressional staff, elected officials, and other executive departments as a representative of the Agency and the FHWA Administrator.

The Federal-aid Programs Team (HIPA-10) provides assistance on questions about the eligible use of Federal-aid highway funds and in the development, analysis, and interpretation of highway legislation. It evaluates and implements new legislation relating to its program areas of responsibility. It manages funding for multiple Federal-aid fund categories.

Program responsibilities:

The Pre-Construction Team (HIPA-20) develops national policies and, in cooperation with the States, develops national standards, criteria, and guides related to highway design. It provides technical advice on highway design, including Interstate access modifications, documenting design decisions, performance-based practical design, and the Americans with Disabilities Act. It provides technical assistance and guidance in the areas of utility accommodations, Value Engineering (VE), and employment of consultants for engineering services and champions workforce development for the Design Discipline.

Program responsibilities:

The Contract Administration Team (HIPA-30) provides technical assistance and guidance on contract administration issues, including contract provisions and procedures, competitive bidding requirements, Buy America requirements, labor requirements, innovative contracting, and patented and proprietary items.

Program responsibilities:

The Stewardship and Oversight Team (HIPA-40) provides a focal point, policy, guidance, and oversight for assessing and improving the integrity, effectiveness, efficiency, and compliance of federal highway programs and projects.

Program responsibilities:

The Major Projects Team (HIPA-50) provides technical assistance and guidance on major projects.  Major projects are projects with a total cost of $500 million or more and receive Federal financial assistance.
