The Highway Design Process consists of the following major phases:
- Preliminary – Preliminary Design (30%)
- Intermediate – Intermediate Design (50%)
- Plan-in-Hand – Plan-in-Hand Design (70%)
- Final – Final Design (95%)
- PS&E Delivery – PS&E Delivery (100%)
- Ad/Award – Advertise and Award Phase

Instructions

References
Manuals that provide background design data and knowledge used to perform highway design. Examples include the AASHTO Green Book, PDDM, MUTCD, and the Park Road Design guide.
The older PD Process Flowchart provides a graphical model of the process showing the interaction with the Environment and R/W process. While not completely current, the chart does provide a good overall view.
