Strategic Plan
In 2011, the ITS PBC Program
released a strategic plan that lays out the future direction of the USDOT’s ITS
training and education.
ITS Professional Capacity Building (PCB): Setting Strategic Direction 2010-2014 describes an ITS PCB Program that leverages its partners’ knowledge
assets in order to broaden the scope and reach of training, that explores and implements
new web-based and social-media technologies for delivering training, and that makes
use of its extensive outreach network to familiarize the ITS community with emerging
technologies, thus helping to accelerate the adoption of the technologies among
surface-transportation agencies.

16. Abstract
This document describes the strategy that the ITS Professional Capacity Building (PCB) Program is pursuing to create a 21st century learning environment and build an ITS professional that leads the world in the innovative use of ITS technologies. The strategic plan presents:
- Introduction. Describes how the PCB Program is shifting its strategic approach to better meet customer needs.
- Vision, Mission, and Values. States the renewed vision, mission, and core values of the Program.
- Goals and Objectives. Descibes the strategic plan for 2010 to 2014. Outlines four strategic goals, sets objectives, states anticipated outcomes.
- Benefits and Conclusion. Describes benefits of the renewed strategy, outlines how results will be measured, and summarizes actions to be taken to enact the plan.
- Appendice. Details stakeholder engagement process and Implementation Plan.
