Associate Administrator for Planning & Environment
Lucy Garliauskas is the Associate Administrator for Planning and Environment for the Federal Transit Administration (FTA). She oversees the planning, development, and evaluation of FTA-assisted major capital investments in transit heavy rail, light rail, commuter rail, and bus rapid transit projects, known as “New Starts.” Ms. Garliauskas also oversees the development of policy, guidance, and training for metropolitan and statewide transportation planning and for environmental review of all FTA-assisted projects and activities.
Prior to joining FTA, Lucy was the Director of Federal Highway Administration’s (FHWA’s) Office of Human Environment and was the FHWA’s management principal for interpreting and applying federal legislation relating to the human environment related to costs, needs, social, economic and environmental factors through the Federal aid highway program.
For eight years, Lucy was the Federal Highway Division Administrator for Rhode Island and then Massachusetts. She served as the senior executive and principal representative of FHWA at the State level and was responsible for overseeing Massachusetts' annual $500 million Federal-aid highway program and more than $430 million in transportation Recovery Act funds. Lucy represented FHWA’s Headquarters' Office of Planning, Environment and Realty during the development of Clean Air Act air quality conformity amendments with EPA, and developing guidance and regulatory and statutory language for planning and environmental requirements. Most notably, she coordinated efforts among seven Federal cabinet agencies to advance streamlined interagency environmental coordination for expedited project development and was instrumental in developing the President's Executive Order on Environmental Streamlining and Stewardship.
Lucy began her transportation career at the Maryland Department of Transportation’s Mass Transit Administration and her experience covered a broad range of federal aid program areas including the development of the state’s congestion management system. While at the Maryland State Highway Administration she served as the Chief of Statewide and Intermodal Planning and Assistant Division Chief of Regional Planning. Prior to her work in transportation, Lucy held positions with the City of Evanston, Ill, the Du Page Regional Planning Commission and the Federal Reserve Bank of Chicago. She has a Bachelor's Degree from Marygrove College, (MI) and a Master's degree from the University of Chicago.
