January 2010 Passenger Airline Employment Down 2.9 Percent from January 2009

Tuesday, March 16, 2010 - U.S. scheduled passenger airlines employed 2.9 percent fewer workers in January 2010 than in January 2009, the 19th consecutive decrease in full-time equivalent employee (FTE) levels for the scheduled passenger carriers from the same month of the previous year, the U.S. Department of Transportation's Bureau of Transportation Statistics (BTS) reported today (Tables 1, 2). FTE calculations count two part-time employees as one full-time employee.

BTS, a part of the Research and Innovative Technology Administration, reported that the January FTE total of 379,500 for the scheduled passenger carriers was 11,200 below that of January 2009 and the lowest total for any January since 1990 (Table 3). Historic employment data can be found on the BTS web site.

Five network airlines decreased employment from January 2009 to January 2010. Delta Air Lines, after completing its merger with Northwest Airlines, reported combined numbers for the first time in January (Table 9). Network airlines operate a significant portion of their flights using at least one hub where connections are made for flights to down-line destinations or spoke cities.

Southwest Airlines was the only low-cost carrier to report a decrease from January 2009 (Table 12). Regional carriers American Eagle Airlines, SkyWest Airlines, Comair, Atlantic Southeast Airlines, Pinnacle Airlines, Horizon Air, Mesa Airlines, Air Wisconsin Airlines, Mesaba Airlines, PSA Airlines, GoJet and Colgan Airlines also reported reduced employment levels compared to last year (Table 15).

Scheduled passenger airline categories include network, low-cost, regional and other airlines.

The seven network airlines employed 257,800 FTEs in January, 67.9 percent of the passenger airline total, while low-cost carriers employed 16.8 percent and regional carriers employed 13.8 percent (Table 4).

Delta employed the most FTEs in January among the network airlines, Southwest employed the most FTEs among low-cost airlines, and American Eagle employed the most FTEs among regional airlines. Six of the top 10 employers in the industry are network airlines (Table 6).

Beginning with October 2007 data, US Airways' numbers are combined with numbers for America West Airlines in the network category. For previous months, America West's numbers were included with the low-cost airlines.

Network Airlines

FTEs at the group of six network airlines decreased 2.3 percent in January 2010 compared to December 2009, the 17th consecutive monthly decrease from the same month of the previous year (Table 7). The network airlines employed 6,100 fewer FTEs in January 2010 than in January 2009 (Table 8). Delta and Northwest reported separately in January 2009 while their reports were combined in January 2010.

Within the group, all network carriers except Delta decreased FTEs from January 2009 to January 2010: American, 4.7 percent; Continental Airlines, 4.7 percent; US Airways, 4.4 percent; United Airlines, 4.3 percent; and Alaska Airlines, 2.7 percent. Delta increased FTEs by 3.3 percent compared to total Delta and Northwest FTEs for January 2009 (Table 9).

FTEs at two network carriers declined during the four years from January 2006 to January 2010. The network airlines employed 11,300 fewer FTEs in January 2010 than in January 2006 even though America West's numbers were not combined with US Airways in the network category until October 2007 (Table 8).

The biggest percentage decline in FTE employment was at United, down 18.0 percent, a reduction of 9,600 FTEs, followed by American, down 10.8 percent. The increases were at Alaska, 2.5 percent; and Continental, 0.02 percent. January 2010 numbers for Delta and US Airways are not comparable to 2006 because of the intervening mergers (Table 9).

Low-Cost Airlines

Low-cost airline FTEs were up 1.4 percent in January 2010 from January 2009 (Tables 10, 11).

Six low-cost airlines reported year-to-year increases: Frontier Airlines, 15.9 percent; Virgin America, 14.3 percent; Allegiant Air, 13.2 percent; JetBlue Airways, 4.4 percent; AirTran Airways, 1.4 percent; and Spirit Airlines, 0.2 percent. Southwest reported a year-to-year FTE decrease (Table 12).

The six low-cost carriers reporting employment data in both 2006 and 2010 employed 15.5 percent more FTEs in January 2010 than in January 2006. Allegiant reported the largest percentage increase, up 148.1 percent. Spirit reported the only four-year decrease within the low-cost group, down 4.4 percent (Table 12).

Low-cost airlines are those that the industry recognizes as operating under a low-cost business model, with lower infrastructure and aircraft operating costs.

Regional Airlines

Regional airline FTEs were down 8.5 percent in January 2010 compared to January 2009, the 17th consecutive month with a decline from the same month of the previous year (Table 13).

Comair, down 49.9 percent, and Mesaba, down 41.4 percent, reported the largest decreases in the regional group. Republic Airlines, up 88.3 percent; and Compass Airlines, up 13.2 percent, reported the largest increases in the group (Table 15).

Regional carrier FTEs declined 8.2 percent from January 2006 to January 2010 (Table 14).

The 15 regional carriers reporting employment data in both 2006 and 2010 employed 10.4 percent fewer FTEs in January 2010 than in January 2006. Comair reported the largest percentage decline, down 58.1 percent, followed by PSA, down 40.7 percent, and Atlantic Southeast, down 35.7 percent (Table 15).

GoJet reported the biggest four-year gain, 74.7 percent, followed by Shuttle America at 65.6 percent (Table 15).

Regional carriers typically provide service from small cities, using primarily regional jets to support the network carriers' hub and spoke systems.

Reporting Notes

Airlines that operate at least one aircraft with the capacity to carry combined passengers, cargo and fuel of 18,000 pounds the payload factor must report monthly employment statistics.

The Other Carrier category generally reflects those airlines that operate within specific niche markets, such as Continental Micronesia and Hawaiian Airlines serving the Hawaiian Islands.

Data are compiled from monthly reports filed with BTS by commercial air carriers as of March 10. Additional airline employment data can be found on the BTS website at http://www.bts.gov/programs/airline_information/number_of_employees/. BTS has scheduled release of February passenger airline employment data for April 20.
