Southeast High-Speed Rail Richmond, VA to Raleigh, NC

Tier II Environmental Impact Statement

The states of North Carolina and Virginia propose incremental improvements to intercity passenger rail service between Washington, DC and Charlotte, NC.  Further information is available on the project website: www.sehsr.org .  A Tier-1 EIS was completed to select the Southeast High Speed Rail corridor.  An implementation plan was created in October 2002 to give an overview of upcoming activities along the different segments of that selected corridor.

The FRA, North Carolina and Virginia initiated a Tier II EIS for the section of the corridor from Petersburg, VA to Raleigh, NC. Notice of Intent. In February 2006, the Tier II EIS was extended to Richmond, VA in a second notice of intent.

On May 4, 2010, FRA signed the Draft Tier II EIS. FRA, NCDOT and Virginia DRPT then undertook an extensive public involvement process that included eight public meetings and an extended comment period that ended on September 10, 2010. The project team received approximately 1,850 comments from individuals and 50 from Federal, State and local agencies. The Final Tier II EIS was signed on September 2, 2015 by FRA and a Record of Decision will follow.
