Action Plan:


The U.S. Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (PHMSA) has developed this pipeline safety action plan to accelerate rehabilitation, repair, and replacement programs for high-risk pipeline infrastructure. We have engaged pipeline safety stakeholders in the process to systematically address parts of the pipeline infrastructure that need attention, and ensure that Americans remain confident in the safety of their families, their homes, and their communities. The strategy includes:

  • Call to Action - U.S. DOT/PHMSA has issued a “Call to Action,” to actively engage all the state pipeline regulatory agencies, , technical and subject matter experts, as well as pipeline operators to focus on identifying pipeline risks to accelerate the repair, rehabilitation, and replacement of the highest risk gas and liquid pipeline infrastructure.
  • Aggressive Efforts - U.S. DOT/PHMSA convened a National Pipeline Safety Executive Forum in April , engaging a working session around the actions that U.S. DOT/PHMSA, States, and industry, and what actions that are needed to drive more aggressive actions to raise the bar on pipeline safety; identification of the challenges to implementing these actions. U.S. DOT/PHMSA will be issuing a report with implementable deliverables drawn from the ideas presented in the Forum.
  • Transparency - U.S. DOT/PHMSA will execute this plan in a transparent manner with opportunity for public engagement.   A dedicated website for this initiative has been established, as well as  regular reporting to the public.
