Three reports on analyses of hazmat incidents. Two case studies track specific incident cost estimates and analyze the causes of differences in estimates from companies, state officials, and the press. A third report presents the results of steps to verify and revise cost estimates from 1,000 incidents. It concludes with a statistical model to apply incident costs by characteristics of the incident, rather than the reported consequences.
