Respondent was assessed a civil penalty of $1,410 for two violations of the HMR when it accepted hazardous materials for transportation in commerce and transported those hazardous materials in commerce by vessel without preparing a dangerous cargo manifest, list, or stowage plan (violation No. 1), and it failed to create and retain records of hazmat employee training (violation No. 2).
