Respondent was assessed a civil penalty of $5,375 for one violation of the HMR when it offered for transportation in commerce fireworks described as 1.4G explosive hazardous materials, which had not been classed and approved for transportation by PHMSA's Associate Administrator for Hazardous Materials Safety.
