Respondent was assessed a civil penalty of $10,800 for three violations of the HMR when it offered for transportation in commerce a flammable liquid hazardous material in packagings that were not authorized because they were not marked as meeting a UN performance standard in the HMR (violation No. 1), which were not marked with the UN identification number of the material and did not have a hazard class warning label affixed (violation No. 2), and which were not accompanied by a shipping paper properly describing the material as hazardous (violation No. 3).
