Respondent was assessed a civil penalty of $1,680 for violation of the HMR when it represented, marked, and certified a DOT specification 3AL SCUBA cylinder manufactured from aluminum alloy 6351 as having been successfully examined and requalified for continued service, when it failed to perform an eddy current examination as required.
