Respondent was assessed a civil penalty of $14,100 for four violations of the HMR when it offered for transportation in commerce corrosive hazardous materials (1) which were not described as required on shipping papers, were not marked and labeled as required, and placards were not provided to the carrier; (2) in reused UN standard packagings which were not authorized for these materials because the packagings had not been reconditioned and leakproofness tested; (3) when it had not registered with PHMSA and paid the registration fee; and (4) when its employees performed functions subject to the requirements in the HMR but had not received general awareness/familiarization, function-specific, safety, or security training.
