Respondent was assessed a civil penalty of $14,420 for four violations of the HMR when it offered for transportation in commerce a firework described as a Division 1.3G explosive material, when the firework had not been approved by PHMSA’s Associate Administrator for Hazardous Materials Safety (violation No. 1); Respondent had not developed and adhered to a security plan and provided in-depth security training to its hazmat employees (violation No. 2), or registered with PHMSA and paid the registration fee (violation No. 3); and Respondent's employees had not received hazmat employee training (violation No. 4).
