Funding. In order to meet the December deadline for screening all baggage, TSA estimates that, in addition to the $2.4 billion already funded for fiscal year 2002, it will need a supplement of about $4.4 billion.
Budget. TSA has not yet fully clarified its budgetary requirements for FY 2002, particularly in the areas of equipment, personnel, and startup contracts.
Workforce. TSA's workforce has grown from 30,000 to 40,000 and could exceed 70,000.
Control issues. TSA needs to examine opportunities to build in cost efficiencies during its formative stages, such as using part-time screeners, controlling premium pay, and effecting contract oversight.
