Audit Initiated of RSPA’s Progress in Implementing Recommendations for Improving Pipeline Safety

Summary

As required by the Pipeline Safety Act of 2002, we will assess the progress of the Office of Pipeline Safety (OPS), Research and Special Programs Administration, in implementing our recommendations made in 2000 for improving pipeline safety. Specifically, we will assess whether OPS: (1) fulfilled pipeline safety mandates from legislation enacted in 1992 and 1996; (2) expanded research and development to improve technologies used in pipeline inspections; (3) gave pipeline inspectors specialized training on technologies used in and reports generated from pipeline inspections; (4) corrected shortcomings in pipeline data collection and analysis; and (5) established timetables to implement open pipeline-safety recommendations from the National Transportation Safety Board. We will also review OPS’s involvement in pipeline security.
