Summary

We reviewed whether the National Transportation Safety Board (NTSB) was adequately prepared to implement the QuickTime time and attendance system and had adequate internal controls to meet NTSB’s operating requirements. We found that NTSB has not yet taken important preparatory steps needed to successfully implement QuickTime and, as a result, is not positioned to deploy QuickTime by its projected implementation deadline of the fourth quarter of FY 2004. We recommended that NTSB needs to establish a new date to implement QuickTime and take a more aggressive posture by assigning roles and responsibilities, identifying funds, developing an implementation plan and completing other preparatory steps. NTSB concurred with our recommendations.
