Summary

The Office of Inspector General is initiating an audit of the Transportation Investment Generating Economic Recovery (TIGER) discretionary grant program. The American Recovery and Reinvestment Act of 2009 appropriated $1.5 billion to the Office of the Secretary of Transportation (OST) to award discretionary grants for capital investments in surface transportation infrastructure that will have a significant impact on the Nation, a metropolitan area, or a region.  The Department created the TIGER program to manage these discretionary grants.  The Federal Highway, Federal Railroad, Federal Transit, and Maritime Administrations directly oversee the projects and report grant-specific performance data to OST; but OST is responsible for developing policies and procedures, ensuring that the Operating Administrations (OAs) provide effective oversight of their TIGER projects, and reporting on the program's impact.

The objectives of this audit are to evaluate the effectiveness of: (1) OST's management of the TIGER program, including the performance measures for evaluating economic and transportation-related impacts; and (2) each OA's oversight of its respective TIGER projects.
