Summary

Our review of the Springfield VA, Interchange Project found that project cost estimates have increased by $435.5 million—an increase of 180 percent since June 1994; construction problems have increased costs and could delay project completion; and funding to pay for cost increases has come at the expense of other state highway projects. We made six recommendations to improve planning, cost estimating, project management, and oversight. FHWA agreed to implement all six recommendations. The Virginia Department of Transportation also agreed with the recommendations and committed to work with FHWA to implement them.
