Owen J. Doherty

Associate Administrator for Business and Finance Development

Mr. Owen Doherty is the Associate Administrator for Business and Finance Development. Offices under his portfolio manage the Federal Ship Financing program, Capital Construction Fund, Capital Reserve Fund, Small Shipyard grants, Marine Insurance, and Fair and Reasonable Rate determinations. The Office advocates the growth of modern shipyards in the United States. The primary focus of the programs is to assist and provide incentives to shipyards, ship owners, operators, and labor in support of our Marine Transportation System.

After graduating from the United States Merchant Marine Academy in 1981, he worked ten years for Military Sealift Command, initially sailing as an engineering officer in the Merchant Marine. He joined the Maritime Administration in 1991 and has worked in position in numerous areas including ship maintenance and repair, logistics management, security, and as a liaison at the United States Transportation Command.

Mr. Doherty retired in 2012 as a Captain in the United State Navy Reserve. He holds a Master of Arts degree in National Security and Strategic Studies from the Naval War College in 1995, and is a 2011 graduate of the Federal Executive Institute. He joined the Senior Executive Service in 2014.
