Summary

On October 1, 2015, the Federal Highway Administration (FHWA) suspended Gavin Conerly from doing business with the government based on an OIG investigation. Conerly was the sales and purchasing manager of Favor Steel and Fabricating (Favor Steel), a manufacturer and supplier of steel products located in Birmingham, Alabama.

Conerly admitted to OIG agents that while working for Favor Steel, he submitted false test certifications to the Arkansas Highway and Transportation Department on a $12 million project funded by the FHWA. Favor Steel provided several steel casings used for the project’s bridge construction. Conerly did not conduct the required testing of the steel and then created false test reports when asked for the results. Testing of the steel after delivery disclosed the steel did not meet FHWA requirements.
