Summary

On July 7, Emilio Arce, a/k/a Mario Bernal, a former truck driver for Covitta, Inc. (Covitta), Lorton, VA, was indicted by a federal grand jury in Alexandria, VA for knowingly transferring a false identification document. An overweight vehicle citation issued to Arce by the Virginia State Police at the Dumfries, VA truck scales indicated that Arce had presented a fraudulent New Jersey CDL (identifying Bernal by name, but with Arce’s photo) to the police officer.

In April 2005, two Covitta executives pled guilty on related charges in Alexandria.. One of those, s former vice president Henry Delgadillo, was ordered confined for six months. Delgadillo, an alien illegally present in the United States, was also identified as a participant in a scheme to obtain counterfeit NJ CDLs for several Covitta truck drivers. Three other drivers have been charged, one of whom, Ricardo Mendoza, pled guilty to identification fraud in April 2005. The ongoing investigation is being conducted jointly with DHS-ICE and the Social Security Administration.
