Summary

On June 17, 2008, DOT/OIG was notified that the Federal Highway Administration (FHWA) issued debarment notices on June 6, 2008, against Nabih Bedewi and Paul Bedewi, former George Washington University (GWU) engineering professors and Director and Deputy Director, respectively, of the DOT–funded National Crash Analysis Center (NCAC); International Transportation Safety Corporation (ITSC); EBI, Incorporated (EBI); and New Generation Motors Corporation (NGMC) from participating in Federal contracts for 3 years. The debarments cover the period November 1, 2007 (the date of FHWA’s suspension of the individuals and companies) through November 1, 2010.

The DOT/OIG investigation determined that Nabih and Paul Bedewi caused NCAC to pay approximately $991,909 in fraudulent transactions to ITSC, EBI, and NGMC. These transactions included fraudulent invoices that contained fictitious and inflated expenses for labor, student support services, equipment, and consulting expenses under GWU’s cooperative agreement with FHWA. Nabih and Paul Bedewi were convicted of Federal criminal theft charges in April 2005 and October 2005, respectively, and each served periods of incarceration in Federal prison.
