Summary

After a week-long trial, Thomas R. Duke and his company, TTT Truck Driver’s School, in Macon, GA, were convicted in U.S. District Court in Macon for conspiracy, making false statements, and wire fraud for falsifying the driving-skills tests of 623 TTT students. Duke worked with Terence E. Haley, an independent third-party tester, to falsify the skills portion of the students’ driving tests from July 1998 to August 2000. The two then submitted the fraudulent test forms to the State of Georgia to obtain CDLs for the students.



Haley pleaded guilty to a charge of conspiracy in July 2003. The State of Georgia notified the students that they had to take a new test, and of those who came for retesting, 142 passed. Duke and Haley’s sentencing dates have not yet been set. This case was investigated by OIG with assistance from FMCSA and the Georgia Department of Motor Vehicle Safety
